Housing is Healthcare; Therefore Housing First

Housing First is an approach to quickly and successfully connect individuals and families experiencing homelessness to permanent housing without preconditions and barriers to entry, such as sobriety, treatment or service participation requirements.  This is why RISE Housing and Support Services says “Housing is Healthcare.” Without a roof over one’s head and food security it becomes difficult to embark on healing, recovery, or living with dignity. Housing First is a philosophy that values flexibility, individualized supports, choice, and autonomy.

Permanent housing is what ends homelessness and supportive services are part of the Housing First model.  At TSA that includes care management that help a person manage appointments with a doctor, therapist, or social worker. It might also involve connecting with family, friends, or faith groups. Housing first and permanent supportive housing should be thought of as two complementary tools for ending chronic homelessness and helping people with disabilities live independently in the community.

Permanent supportive housing (PSH) is targeted to individuals and families with chronic illnesses, disabilities, mental health issues or substance use disorders who have experienced long-term or repeated homelessness. It provides long-term rental assistance and supportive services.

The person or family seeking assistance must meet The U.S. Department of Housing and Urban Development (HUD) Category 1 definition of homelessness:

  1. Living in a place not meant for human habitation.
  2. Living in an emergency Shelter or in emergency housing paid for by the Department of Social Services.
  3. Living in an institution for less than 91 days having been homeless the night prior to entering that environment.

In addition to experiencing homelessness, PSH clients must have proper documentation of at least one of the following criteria:

  1. Have a physical disability
  2. Be diagnosed with a severe and persistent mental illness
  3. Be diagnosed with a Developmental Disability
  4. Be living with HIV/AIDS
  5. Be diagnosed with a Substance Abuse Disorder

The RISE Housing First program is 100% dedicated to chronically homeless people who meet the HUD criteria.
